Ottawa, January 20, 2012 — The Honourable Jason Kenney, Minister of Citizenship, Immigration and Multiculturalism, issued the following statement recognizing the start of the Chinese New Year: Chinese Canadians will be gathering with family and friends over the coming days to celebrate the start of a New Year, the most important of the traditional Chinese holidays. It is a time to recognize good fortune, and to welcome longevity and prosperity. According to the Chinese Zodiac, each year is dedicated to a specific animal, and this year will mark the Year of the Dragon. It is believed the Year of the Dragon will be marked by excitement and exhilaration. Those born during this year are described as passionate, brave and self-assured. For those of Chinese descent living in Canada and around the world, this holiday is a time to reflect on the past and look optimistically to the future. For all Canadians, Chinese New Year provides an excellent opportunity to reflect on the tremendous contributions that members of the Chinese community have made to this country’s rich and diverse heritage. As Minister of Citizenship, Immigration and Multiculturalism, I extend my best wishes to those celebrating Chinese New Year, and I hope the Year of the Dragon brings everyone health, happiness and prosperity.

2011年12月22日，中国驻温哥华总领事刘菲邀请加拿大中国科学技术协会等大温地区的40余位专家、学者到总领馆做客，欢渡新年。李文慈副总领事、科技参赞梅建平、教育参赞薛浣白以及侨务、政新组领事出席了本次活动。

刘菲总领事首先欢迎各位专家，学者来总领馆作客，并祝各位来宾及家人圣诞、新年快乐。刘总感谢加中科协多年来在促进中加友谊、推动中加科技交流与合作所做的努力，以及对总领馆工作的支持。她希望加中科协继续对总领馆的工作给予支持，并多提宝贵意见，希望双方加强合作，共同推动加中在科技等领域的交流合作。李文慈副总领事在致辞时也充分肯定了加中科协以及广大专家，学者在科技合作与学术交流方面起到的重要作用。

参加这次活动的有不少专家是刚刚从国内回到温哥华的，他们在国内的创业中，有许人多取得了可喜的科研成绩，其中加中科协会员薛宝玉的创业团队荣获了国务院侨务办公室颁发的"重点华人华侨创业团队"称号及科研奖励资金；加中科协会员沈建跃博士的创业团队在开发新能源技术方面成绩显著，被推选申报"千人计划"，他回温哥华前刚刚完成专业答辩；活动中来自国内及本地的专家学者畅所欲言，交流经验，共叙友情。 2011年加中科协在科技合作方面也有不少进展，今年加中科协又与国内许多地方签订了科协项目的合作协议，其中包括北京数字电视产业园，北京市朝阳区科学技术委员会，泰安市人民政府，济南市侨办等等，加中科协会还在12月初成功举办了"2011加中科协高科技论坛"，推动了科技成果的产业化和创业经验交流，论坛中还举办了政策咨询圆桌会议向专业人士提供了机会来了解加中两国政府在科技，教育，商贸方面的政策。

座谈会中，加中科协会长陆见明、前任会长李志刚分别讲话，感谢总领馆多年来的支持，表示愿继续努力，推动加中科技合作与交流的深入发展。与会各位专家，学者也非常感谢总领馆在节日之际，邀请大家来做客，这是一个加强相互了解，增进友谊的很好的活动; 总领馆也表示象这样的活动以后会经常举办。

Harper marks 40 years of Canada-China relations

Here is the text of the speech Prime Minister Stephen Harper was to give in Ottawa today marking 40 years of Canada-China relations:

Merci beaucoup. Et merci, Mme Hughes, de votre aimable présentation.
Special thanks also to the sponsors of this commemoration of the 40th anniversary of diplomatic relations between Canada and China.

Ambassador Lan, distinguished guests, ladies and gentlemen.
J'ai beaucoup de souvenirs inoubliables de ma visite en Chine l'an dernier. I have many unforgettable memories of my visit to China last year. Looking back on a very busy and productive tour, two moments in Shanghai stand out in my mind. My wife Laureen and I visited the Yu Market, and stopped in at a tea shop. We also took in a view of the city’s famously futuristic skyline. I was impressed by the contrast between those two things, between the traditional and the super-modern. It is one of the many signs of China’s richness – its magnificent cultural heritage and its vast future potential!
L’anniversaire d’aujourd’hui commémore notre patrimoine et notre potentiel communs. C’est l’occasion de célébrer non seulement quarante années de relations diplomatiques, mais également un partenariat qui prend de l’ampleur et un brillant avenir pour nos deux pays.
As you know we were delighted to host President Hu Jintao here in Ottawa in June, prior to Toronto’s G-20 Summit. At the dinner in his honour, I noted that the friendship tree he planted at Rideau Hall five years ago is healthy and growing. In the years since it was planted, we have made great progress in working together for the benefit of both countries.
Our government has made some 30 ministerial-level visits to China, and there have been three such visits in recent weeks alone. La Chine est devenue pour le Canada le deuxième partenaire d’échange de marchandises et le troisième marché d’exportation. Canadian exports to China have grown by four billion dollars …… and, ladies and gentlemen, our total two-way trade is now valued at almost 51 billion dollars!
L’année dernière à Beijing, le président Hu et moi-même avons assisté à la conclusion d’ententes sur les changements climatiques, les ressources minières, la culture et l’éducation agricole. And, I am especially pleased to say, Canada was granted Approved Destination Status … … something Canadian governments had sought for more than a decade; a change which will give a huge boost to our Canadian tourism industry!

President Hu and I Were also able to announce that China has granted staged access to Canadian beef – a welcome and extremely important development for our industry!
In other words, in the context of global economic developments, it is clear that the strategic partnership between Canada and China has never been more promising. Our countries have both performed relatively well in the global recession, and we have been on the right side in the crucial deliberations in the G-20 over the past two years.

As the structure of the world economy changes, more and more, we are in a position to cooperate for our mutual benefit. China needs a stable source of energy to fuel its continuing growth; Canada is an emerging energy superpower.
Chinese companies look for the best places to do business; Canada has low and falling tax rates, a low debt-to-GDP ratio, and an environment welcoming to foreign investment.
Chinese exporters seek fast and efficient access to North American markets; Les ports canadiens de Vancouver et de Prince Rupert sont situés à deux et à trois jours de moins des principaux ports asiatiques, comme celui de Shanghai, que leurs rivaux américains.
And, ladies and gentlemen, Canada has committed more than a billion dollars to its Pacific coast trade infrastructure … … We are providing the fastest way for Asian exporters to reach the heart of the North American marketplace!
The friendship between Canada and China has also grown in recent years in the context of a frank and respectful dialogue on the universal principles of human rights, and the rule of law. Comme je l’ai dit l’année dernière à Shanghai, ce dialogue n’est pas un obstacle à la coopération économique. En fait, selon notre expérience, les deux vont de pair; ils se renforcent mutuellement et consolident les deux partenaires en retour.

As you know, last week Ambassador Lan and Minister Baird joined civic and community leaders in opening the Chinatown Gateway here in Ottawa.
This beautiful structure, the newest monument in our nation’s capital, will remind us of our shared history.
As we celebrate this milestone, let it also inspire us to move forward in friendship, for the good of our two great countries.

加拿大联邦政府总理哈伯和中国驻加拿大大使兰立俊出席了开幕式并先后发表了热情洋溢的祝词。

哈伯总理在祝词中首先回顾了加中两国友好关系发展的历史，他说，40年来两国经贸往来不断发展，特别是去年他访问了中国，以及今年前不久胡锦涛主席正式访问了加拿大，进一步推动了两国之间业已持久的友好关系；目前在中国举办的世界博览会的加拿大馆，为两国人民之间的相互了解和沟通创造了极好的机会。他说，前几天兰立俊大使为在渥太华的中国城新建成的中华门的剪彩，再次成为了两国政府之间的友好合作范例，中华门已经成为我们渥太华的一个旅游新亮点。随着世界经济格局的转变，我们愈来愈处在一个合作、互惠的位置。中国需要稳定的能源供应，以支撑其持续发展；加拿大则是一个新兴的能源大国。当世界经济重心转向太平洋时，加中两国正处于取得合作双赢的最佳时机。

兰大使积极评价中加两国友好合作关系，表示1970年10月13日，中加两国缔结了外交关系，掀开了中加关系发展新篇章。40年来，在双方共同努力下，两国关系走过了成绩斐然的发展历程。两国在经贸、能源、资源、科技、教育、文化、卫生、环保及旅游等方面获得显著成绩，各领域务实合作取得丰硕成果。两国在一系列重要国际和地区问题上保持了密切的沟通与协调。中加关系发展不仅给两国人民带来了实实在在的利益，也有力促进了亚太地区乃至世界和平、稳定、繁荣。去年12月，哈珀总理成功访华。今年6月，胡锦涛主席成功访问加拿大，进一步深化了两国战略伙伴关系，有力地推动两国友好合作进入一个新的发展阶段。兰大使强调，中方珍视与加关系，将加视作重要合作伙伴。当前中加关系面临重要发展机遇，中方愿与加方一道，以纪念中加建交40周年为契机，本着《中加联合声明》的精神，从战略高度和长远角度看待和发展中加关系，加强友好往来，扩大互利合作，推动中加战略伙伴关系迈上新台阶。

Harper marks 40 years of Canada-China relations

British Columbia, Alberta and Saskatchewan recently signed the New West Partnership Trade Agreement (NWPTA), which creates Canada’s largest interprovincial barrier-free trade and investment market. Under the Partnership, the three provinces will also work together in unprecedented ways to the benefit of workers, businesses and investors.
The attached Information Bulletin provides an overview of the NWPTA. The obligations contained in the NWPTA are consistent with those in the Trade, Investment and Labour Mobility Agreement (TILMA) signed by British Columbia and Alberta in 2006. British Columbia’s and Alberta’s obligations under the TILMA continue to apply.
Following up on the signing the premiers from the three provinces are taking their first-ever joint trade mission to Asia where they will be promoting trade and commerce opportunities between Western Canada and Asia.

新华网北京１２月３日电（记者谭晶晶）国家主席胡锦涛３日下午在人民大会堂会见了加拿大总理哈珀。


胡锦涛说，中加都是亚太地区国家，在当前复杂多变国际形势下，无论是在应对国际金融危机、促进地区和世界经济增长，还是在推动解决地区热点问题，维护地区和世界和平稳定方面，双方都拥有广泛共同利益和巨大合作潜力。发展健康稳定的中加关系，符合两国和两国人民的根本利益，对促进亚太地区乃至世界的和平、稳定与发展也具有重要意义。中方愿与加方一道，从战略高度和长远角度出发，本着相互尊重、平等互利、互不干涉内政的原则，加强各领域各层次的对话、交流与合作，尊重彼此核心利益和重大关切，妥善处理两国间的敏感问题，推动中加友好合作关系健康稳定持续发展。

胡锦涛表示，中加务实合作富有成效，合作前景十分广阔。双方要充分发挥各自优势，挖掘合作潜力，进一步拓展经贸和经济技术合作，共同反对贸易和投资保护主义，推动两国经贸关系深入发展。要进一步扩大两国人文交流，特别是青少年交流，进一步加深两国人民的相互了解和友谊。中加同为联合国、世贸组织、二十国集团、亚太经合组织等多边机制的成员，在许多重大国际与地区问题上有相同或相似的看法。双方应继续加强在国际事务中的协调与配合，维护世界和平、促进共同发展。

你好。诸位下午好。我感到很荣幸能够有机会到上海跟你们交谈，我要感谢复旦大学的杨校长，感谢他的款待和热情的欢迎。我还想感谢我们出色的大使洪博培，他是我们两国间深厚的纽带。我不知道他刚才说什么，但是希望他说得很好。



　　我今天准备这样，先做一个开场白，我真正希望做的是回答在座的问题，不但回答在座的学生问题，同时还可以从网上得到一些问题，由在座的一些学生和洪博培大使代为提问。很抱歉，我的中文远不如你们的英文，所以我期待和你们的对话。这是我首次访问中国，我看到你们博大的国家，感到很兴奋。在上海这里，我们看到了瞩目的增长，高耸的塔楼，繁忙的街道，还有企业家的精神。这些都是中国步入21世纪的迹象，让我感到赞叹。同时我也急切的要看到向我们展现中国古老的古迹，明天和后天我要到北京去看雄伟壮丽的故宫和令人叹为观止的长城，这个国度既有丰富的历史，又有对未来憧憬的信念。


　　而我们两国的关系也是如此，上海在美中关系的历史中是个具有意义的重大城市，在30年前，《上海公报》打开了我们两国政府和两国人民接触交往的新的篇章。

　　不过美国与这个国家的纽带可以追溯更久远的过去，追溯到美国独立的初期，乔治?华盛顿组织了皇后号的下水仪式，这个船成功前往大清王朝，华盛顿希望看到这艘船前往各地，与中国结成新的纽带。希望中国开辟新的地平线，建立新的伙伴关系。在其后的两个世纪中，历史洪流使我们两国关系向许多不同的方向发展，而即使在最动荡的方向中，我们的两国人民打造深的，甚至有戏剧性的纽带，比如美国人永远不会忘记，在二战期间，美国飞行员在中国上空被击落后，当地人民对他们的款待，中国公民冒着失去一切的危险罩着他们。



　　而参加二战的老兵仍然欢迎故地重游的美国老兵，他们在那里参战。40年前，我们两国间开启了又一种联系，两国关系开始解冻，通过乒乓球的比赛解冻关系。我们两国之间有着分歧，但是我们也有着共同的人性及有着共同的好奇，就像一位乒乓球运动员一样，那时的国家就是一样，但是这个小小的开头带来了《上海公报》的问世，最终还带来了美中在1979年建交。在其后的30年我们又取得了长足的进展，1979年美中贸易只有50亿美元，现在已经超过了4000亿美元。



贸易在许多方面影响人民的生活，比如美国电脑中许多部件，还有穿的衣服都是从中国进口的，我们向中国出口中国工业要使用的机器，这种贸易可以在太平洋两岸创造更多的就业机会，让我们的人民过上质量更高的生活。



　　在需求趋于平衡的过程中，这种贸易可以是更广阔的贸易。如今我们有着积极合作和全面的关系，为我们在当前重大的全球问题上建立伙伴关系打开了大门，这些问题包括经济复苏、洁净能源的开发、制止核武器扩散以及应对气候变化。还有在亚洲及全球各地促进和平和稳定，所有这些问题我明天与胡主席会谈时都会谈到。1979年的时候，我们两国人民的联系十分有限，如今当年乒乓球运动员的好奇可以在许多领域建立的联系中都可以看到，在美国数量最多的留学生都来自中国。而在美国的学生中，学中文的人数增加了50%。我们两国有近200个友好城市，美中科学家在许多新的研究领域和发现领域进行合作，而我们两国人民都热爱篮球，姚明就是个例子。不过，此行中我不能观看上海鲨鱼队的比赛，有点遗憾。



　　那么我们两国之间的这种关系给我们带来了积极的变化，这并不是偶然的，中国使得亿万人民脱贫，而这种成就是人类历史上史无前例的。而中国在全球问题中也发挥更大的作用，美国也目睹了我们经济的成长。中国有句古言，温故而知新。当然，我们过去30年中也遇到了挫折和挑战，我们的关系并不是没有困难的，没有分歧的。但是我们必须一定是对手这种想法不应该是一成不变的。由于我们两国的合作，美中两国都变得更加繁荣、更加安全。我们基于相互的利益、相互的尊重就能有成就。



　　不过，这种接触的成功要取决于我们要彼此了解，要能够进行开诚布公的对话，彼此进行了解。就像当年美国乒乓球运动员所说的，我们作为人有着共同的向往，但是我们两国又不同。我认为我们两国每个国家都应该勾画出自己要走的路，中国是一个文明古国，它有着博大精深的文化。相对而言，美国是一个年轻的国家，它的文化受到来自许多不同国家移民的影响，而指导我们民主制度文件的影响，我有一个非常简单的向往，代表了一些核心的原则，就是所有的人生来平等，都有着基本的权利，而政府应当反映人们的意志，贸易应该是开放的，信息流通应当是自由的，而法律要保证这个公平。



　　当然，我们的国家历史也不是没有过困难的地方，从很多方面来讲，很多年以来，我们是通过斗争来促进这些原则或者是所有的人民能够享受到，为了缔造一个更完美的联合，我们也打过一个很痛苦的内战，把一部分我们被奴役的人口释放出来，经过一段时间才能使妇女有投票权，劳工有组织权，包括来自各地的移民能够全部被接受。即使他们被解放以后，非洲裔美国人也和美国人经过一些分开的、不平等的条件，经过一段时间才争取到全面的平等权利，所有这些是不容易的。但是我们对这些核心原则的信念我们取得的进展，在最黑暗的风暴当中是作为我们的指南针。



　　这是为什么林肯在内战期间站起来说过，任何一个国家以自由、以所有人类平等的原则能够长久的存在，也就是为什么金博士在林肯纪念馆的前台站起来，说我们国家要必须真正的实现我们的信念。也就是为什么来自中国或者肯尼亚的移民能够到我们的家，也是为什么一个不到50年前以前在某些地方连投票都遇到困难的人，现在就能够做到那个国家的总统。



　　这就是为什么美国永远为了全世界各地的核心原则说话，我们不寻求把任何政治体制强制给任何国家，但是我们也不认为我们所支持的这些原则是我们国家所独有的，这些表达自由、宗教崇拜自由、接触信息的机会、政治的参与，我们认为这些是普世的权利，应该是所有人民能够享受到，包括少数民族和宗教的族群，不管是在中国、美国和任何国家，对于普遍权利的尊敬，作为美国对其他国家的开放态度的指导原则，我们对其他文化的尊重，我们对国际法的承诺和对未来的信念的原则。



　　所有这些都是你们知道关于美国的一些情况，我们有很多要从中国学习。我们看看这个伟大城市的各地，也看看这个房间，我就相信我们两国有很重要的共同点，也就是对未来的信念，不管是美国还是中国，对现在的成就不能感到自满。虽然中国是一个古老的国家，你们也是充满信心展望未来，致力于下一代能够比这一代做的更好，除了你们不断增长的经济之外，我们很配合中国在科学和研究方面所投入的力量，包括建设的基础设施和使用的技术，中国是世界上使用互联网技术最多的国家，这就是我们很高兴互联网是今天活动的一部分，这个国家也拥有最大的机动电话网络，对新的投资保持继续增长，和应对气候变化方面有新的投资，我也希望两国加强这方面的合作。



但是更重要是看到年轻人你们的才能、你们的献身精神、你们的梦想在21世纪实现方面会发挥很大的作用。我说过很多次，我认为世界是互相连接的，我们所做的工作，我们所建立的繁荣，我们所保护的环境，我们所追求的安全，所有这些都是共同的，而且是互相连接的，所以21世纪的实力不在零和游戏，一个国家成功不应该以另外一个国家的牺牲作为代价。这就是我们为什么不寻求遏制中国的崛起。相反，我们欢迎中国作为一个国际社会的强的、繁荣的、成功的成员。



　　再回到刚才的谚语，我们应该考虑过去。在大的国家合作的时候，就比互相碰撞会取得更多得好处，这就是人类在历史上不断吸取的教训。我认为我们合作应该是超越政府间的合作，应该是以人民为基础，我们所研究的内容，我们所从事的生意，我们送获得的知识，我们所进行的体育比赛，所有这些桥梁必须是年轻人共同合作建立起来，这就是我为什么非常高兴我们要大大的宣布我们到中国学习的留学生人数，要增加到10万人。这样交流就会表现出我们是愿意致力于加强两国人民的联系，而且我是绝对有信心。对美国来说，最好的大使、最好的使者就是年轻人，他们和你们一样，很有才能，充满活力，对未来的历史还是很乐观的，这是我们合作的下一步，惠及两国和全世界。

New West Goes East to Twin
When the City of New Westminster came to Korea in search of a twinning partner, BC’s representative office in Seoul organized introductions to three potential partner districts, as well as Korean companies interested in investing in British Columbia. A favoured candidate district has been identified as a potential and negotiations are underway. From Korea, New Westminster moved on to Japan, where they met with sister city Moriguchi, in the Osaka prefecture. BC’s Tokyo office also introduced the city to CA Mobile, a Japanese wireless company interested in establishing a presence in Metro Vancouver. CA Mobile has accepted New Westmins! ter invitation to participate in the Metro Vancouver Olympic business hosting program. The Ministry of Community and Rural Development leads the Twinning Program with municipalities and their work has lead to a number of new and strong twinning agreements over the last year.

Kelowna Connects with Kindred Spirit in Kasugai, Japan
City of Kelowna and the Central Okanagan Economic Development Council (COEDC) announced the Kelowna‐Kasugai Economic Development Initiative this month, designed to increase bilateral commercial trade and investment between the Central Okanagan and the Nagoya Metropolitan Area in Japan. The Ministry’s Japan team met with COEDC this summer to provide advice on the partnership and continues to assist with business matching activities. Saskatchewan Joins BC Mining Roadshow to Meet Potential Asian Investors
The Ministry worked with Energy and Mines and Petroleum (MEMPR) to deliver a joint BC-Saskatchewan mining tour to Asia as part of the new Western Economic Partnership. British Columbia mining companies, including Pacific Booker Minerals, Newmac Resources, First Coal Corp., BCM Resources, Copper Fox and law firm Fasken Martineau, travelled to the annual China Mining Expo in Beijing and then continued to Tokyo and Seoul to meet with prospective partners and investors. BC’s trade offices in all three locations organized seminars and business-matching opportunities in both cities for the delegation. The trip has generated a number of leads for the BC companies and teams in both ministries will be wor! king to ensure these leads are converted into deals.

China Demonstrates Strong Interest in BC through Major Delegation and Expo Visits Vancouver
The Ministry hosted a MOFCOM (China’s Ministry of Commerce) delegation to British Columbia this month, led by the Vice Minister of Commerce of China, Mr. Chen Jian. Vice Minister Chen visited BC last year and committed to continue to strengthen the relationship. A bilateral meeting between Vice Minister Chen and Deputy Premier Colin Hansen was held, during which the Chen recommended that BC and China work toward an incubator type facility to help promote Chinese investment in Canada. A main feature of this delegation was the 200-company strong China Engineering and Technology Expo which took place at the Vancouver Convention Centre. It provided an opportunity for BC companies to meet with some of China! ’s leading engineering and construction companies.

Ministry signs agreement with Waigaoqiao Free Trade Zone (FTZ)
The BC Ministry of Small Business, Technology and Economic Development signed an economic cooperation agreement with Waigaoqiao Free Trade Zone (FTZ) in October, providing an important partner which will come into play during the province’s business programming during the Shanghai 2010 Expo period. Waigaoqiao FTZ is under the administrative control of Shanghai New Pudong Area, the new economic heart of China, and country’s New York. The MOU will allow Waigaoqiao to promote the FTZ opportunity to BC companies looking to export to China as well as providing a strategic partner in advancing gateway (transportation) and financial service sector relations between BC and China.

City of North Vancouver signs twinning MOU with City of Huizhou, Guangdong
North Vancouver Mayor Darrell Mussatto signed a twinning agreement with Executive Vice Mayor of Huizhou, Ms Zhang Ying, on October 20, establishing an economically-oriented partnership aimed at strengthening the exchanges and cooperation of the two cities’ business sectors in all economic areas, and in particular port industry, community energy, environmental stewardship and sustainability, education and technology. BC’s trade office in Guangzhou coordinated the visit and witnessed the MOU signing. British Columbia is twinned with Guangdong and both are working to grow the number of municipal twins between the two Provinces.

Capilano University signs MOU with Huizhou University
In conjunction with the sister city signing mentioned above, Capilano University signed an agreement with Huizhou University, aimed at promoting faculty and student exchanges between the two universities. BC’s office in Guangzhou initiated and facilitated the match-making process leading up to the signing. The two universities are finalizing next steps in their cooperation, focused on executive and teacher training.

BioteQ Signs Agreement with Guangdong Hehai Engineering Consulting Co.
BioteQ Environmental Technologies Inc, one of the recent top-25 finalists in the 2009 BC Export Awards, signed an agreement in October to collaborate on waste treatment projects in China’s power generation sector with Guangzhou-based Guangdong Hehai Engineering Consulting Company. The companies have identified potential clients and will evaluate no less than five projects over the next year with the aim of securing a commercial contract. Guangdong Hehai Engineering Consulting is an engineering firm specializing in procurement and construction management for water resources, utilities and hydro power. BC’s office in Guangzhou coordinated BioteQ’s visit to South China earlier this year and assisted with follow-up.

Provincial Nominee Program Inquiry Leads to Unique Food Product Business in Revelstoke
What began as an immigration inquiry from a Swiss couple to BC’s trade representative in Germany three years ago has eventually led to the establishment of the first Canadian outlet of Cresendo, a business selling gourmet spices, oils and vinegars. The couple closed/sold all their stores in Germany and Switzerland and relocated the company to BC. Attracted to Revelstoke for its lifestyle and people, the couple has spent the past three years building the Crescendo business in Canada. They have pla! ns to open an additional ten shops in British Columbia and elsewhere in Canada in the coming years. The Provincial Nominee Program lead by ALMD continues to be a vital part of the Asia Pacific Initiative.

【明报专讯】卑诗省林木及草原厅长毕贝尔(Pat Bell)将於本周五(6日)率领由33名林木业高层及政府代表的访问团到中国访问，毕贝尔指出，中国目前是卑诗省林木外销成长最快速的市场，如果以外销数量来看，中国已在今年成为卑诗省林木最大外销市场。
毕贝尔指出，今年至8月31日为止，卑诗省外销到中国木材已超过2亿元，从2003年以来，卑诗省木材外销中国已增加了420％；而卑诗省对中国市场设定的目标是，到2011年时，销中国的木材数量达到40亿板呎(Board Feet)。
毕贝尔说，为本省内陆社区经济命脉的林木业或锯木厂，将因卑诗林木成功打入中国市场，在中国的拓展而得到生机，来自中国的大笔订单，目前已救活6间本来面临困境的锯木厂，活络内陆地区的经济。

北京洽谈木造廉租屋
由毕贝尔率领的卑诗省林木中国访问团，11月6日启程後，将去上海、四川成都及北京等地。
毕贝尔说，除了继续推动上海市采纳卑诗省木造屋建築标準外，去成都是为了验收由卑诗省提供木材、在受地震影响的地区灾後房屋重建工作；到北京，则是为了与北京负责社会发展的副部长等官员会面，洽谈以卑诗省木材在全国兴建廉租屋(Social Housing)的新机会。

上海有望采纳本省木造建築标準
毕贝尔表示，与上海市政府合作推广该市用木造屋、采纳卑诗省木造屋建築标準的努力，已接近成功，如果不是这次能在上海正式签约，也希望明年第一季能够有好消息公布。
毕贝尔又透露，在中国的Home Depot是对卑诗省木材最大的采购者。
毕贝尔表示，这次参加组团来自林木业代表有25人，其中7人是林木公司的行政总裁等高层，除了有建築用的木材业者外，还包括一些林木加工产品业者，他们也看好中国市场蕴藏庞大潜力。
6至7成为甲蟲受灾木
对有关销中国的木材是否也是受松树甲蟲影响的木材，毕贝尔说，销往中国木材有60％或70％是受松树甲蟲影响的木材，但中国市场对於这批木材并没有安全上的顾虑，并不影响当地市场使用卑诗省木材。
